    Sir

    I was In hopes I should have been able to have sent you
    by this Post an order of the Queen in Council relating
    to prisoners of War, but the Declaration of the ffrench King
    making no mention of thoſe taken at Sea, that which
    was intended to have been published by the Queen must
    neceſsarily have been conceiv'd in the same terms, w.ch
    would have been conceiv'd in the same terms sounded
    very ill in this Country, where the Sea is our main
    concern, and the Service of it always provided for
    before that of the Land; However tho' I cannot send you
    an authentick Act, you may aſsure the Court, that her
    Ma.ty has given to the several offices concern'd such
    directions for a general releaſe of all prisoners of War,
    as cannot fail to have their full effect, and therefore,
    you will desire that what has been wanting in their
    Declaration may be supply'd.

    The Government of Malta has of late taken frequent
    occasions to treat her Ma:ty's Subjects very ill, as you'l
    ſee by the enclosed Petition; Her Ma:ty is not in any
    correspondence with the Great Master, and therefore
    cannot properly write to him on this Subject, nor is
    ſhe willing to send her fleet thither, if he can be bro.t
    to reason without it, if you mention it to Mr Torcy
    and let him know that the interposition of his Court
    would be agreeable to her Ma;ty perhaps our
    Merchants might be redreſs'd without further trouble.
